South Africa’s FET Colleges are intended to provide vocational study for people who are more technically oriented. In order to do so, they provide the NCV (National Certificate Vocational).

Comparable with learnerships, the NCV has three compulsory subjects: Language, Mathematical Literacy and Life Skills (includes IT). Eleven specialisation subjects or vocational fields include hospitality, finance, IT, agriculture and tourism.

According to our Minister of Education, Naledi Pandor, “In the 21st Century workplace, high levels of written and spoken communication skills, work ethics and personal management are highly valued. Mastery of these so-called “soft skills” is based on a thorough grounding in the fundamentals of reading, writing, calculating and basic IT abilities.”

The FET Colleges were recapitalised – meaning the Department of Education drafted new curricula and received an injection of new funds that enabled them to establish education policies and programmes in alignment with industry in South Africa today. Thus Technical Colleges were able to amalgamate and actively empower workers with current skills.

There is close cooperation between FET Colleges and Setas, in support of our National Skills Development Strategy. The NCV is not a unit-standard based qualification, but the content for subjects has been mapped using unit standards (Certificates are at NQF level 2 and 3).

For this reason, much of the content in the vocational subjects overlaps with outcomes in unit standards. Should you apply to a Seta with your NCV, the Seta will make a decision whether they will recognise your subjects based on the learning outcomes contained in the corresponding Department of Education subject guidelines.

In order to begin an NCV at the NQF Level 2, you’ll need a Grade 9 at school level, an NQF level 1, or an approved bridging programmed designed to get you up to speed. You may also gain acceptance with a Recognition of Prior Learning Certificate, which is the government’s method of recognising those who have worked in the industry without registering on the current educational framework.
