The Construction Education and Training Authority (CETA) was established in 2000 with the primary objective of improving the skills of the South African construction industry workforce. In order to develop the training and skills in the construction industry, CETA initiated a plan of skills development projects and learnerships. This will create a pool of skilled and motivated construction workers whose skills meet and are recognised by the National Qualifications Framework (NQF).

CADET is part of an ongoing effort to provide working opportunities in the call centre industry for the province's unemployed.
